This despatch reflects much of what is said in his Conf. desp: 15 639. But it also states that he was to meet Sir Harry Parkes at Shanghai on the 5th Sept: It is therefore very doubtful whether one telegram of 15 Sept. will have reached him in time to stop his going to Peking. Meanwhile there is nothing to be done until we have advices. [He may be back in six weeks] and it means only to go to Peking.
